Post-2026 Guidelines: Tribe awarded $1.1M to assess irrigation

Friday, June 6, 2025 — The Bureau of Reclamation announced yesterday a $1.1 million investment to support the Colorado River Indian Tribes in evaluating the Colorado River Indian Irrigation Project. This funding will enable the tribe to assess its current infrastructure, identify necessary maintenance, and explore options for modernizing the project through the acquisition of new equipment and the implementation of updated technology.

According to Acting Commissioner David PalumboOpens in a new tab., “We appreciate the Colorado River Indian Tribe’s collaboration for many years on implementing its decreed water rights and the Water Resiliency Act. We look forward to utilizing this funding to further this partnership.”

Tribal Ownership and Water Leasing Opportunities.

The assessment will also aid the tribe in considering a possible title transfer of the irrigation project. Such a transfer would enable the Colorado River Indian Tribes to assume direct ownership and could potentially open the door to water leasing arrangements and increased involvement in regional water conservation efforts.

This development reflects the Department of the Interior’s ongoing efforts to support Tribal Nations and honor trust responsibilities. The Department has emphasized the importance of including tribal voices in the future management of the Colorado River Basin.  In its news releaseOpens in a new tab., Reclamation wrote, “This progress comes as the Department and Reclamation continue collaborating with basin states and Tribal Nations to develop Post-2026 Operating Guidelines—an essential framework for managing the Colorado River as current agreements expire. “

Connection to Post-2026 Colorado River Guidelines.

The funding announcement comes amid critical negotiations over the Post-2026 Operating GuidelinesOpens in a new tab., the framework that will replace current Colorado River management agreements when they expire in 2026. These forthcoming rules will determine how water is allocated, conserved, and stored in key reservoirs such as Lake Powell and Lake Mead.

The Bureau of Reclamation is conducting a formal environmental review process under the National Environmental Policy Act to assess a range of alternatives. A draft analysis is expected to be published in summer 2025, followed by a public comment period and final decision by August 2026.

Mounting Pressure on State Negotiators.

Negotiations among the seven basin states (Colorado, New Mexico, Wyoming, Utah, Arizona, California, and Nevada) have grown increasingly urgent following another dry winter. According to The Denver PostOpens in a new tab., spring runoff from mountain snowpack is delivering only about half of the typical flow, placing additional strain on already-depleted reservoirs.

Tensions among the states remain unresolved. Key questions include how to divide water reductions between the Upper Basin states, which face natural variability and have little storage capacity, and the Lower Basin states, which rely more heavily on stored water.
